Emergency Response and Preparedness Call - Guidance for Expression of Interest

This document provides guidance on preparing and submitting an Expression of Interest for applicants to the Emergency Response and Preparedness funding call through the NIHR Research for Patient Benefit, Programme Grants for Applied Research and Programme Development Grants funding programmes.

1. Eligibility and Scope

1.1. Eligibility

Applications must be made through NHS bodies or other providers of NHS services in England, which will act as the contracting organisation, be the recipient of the funds, and will be responsible for the delivery of the research.

The sponsor of the research (that is the organisation directly responsible for securing the arrangements to initiate, manage and finance the study) can be either the contracting organisation or a collaborating partner, as long as that organisation is capable of fulfilling the role of a research sponsor as set out in the Research Governance Framework for Health & Care.

Lead applicants must have an appropriate relationship with the host organisation (e.g. an honorary contract).

1.1. RfPB Programme

The NIHR Research for Patient Benefit (RfPB) programme funds health, public health and social care research covering a wide range of challenges. The aim of the programme is to fund topics and research methodologies that increase the effectiveness of NHS and social care services, provide value for money and benefit patients and the public.

1.2. PGfAR Programme

The NIHR Programme Grants for Applied Research (PGfAR) programme funds collaborative, multidisciplinary programmes of applied research to solve health and social care challenges. The aim of the programme is to deliver research findings that will lead to clear and identifiable patient benefits, typically through promotion of health, prevention of ill health and optimal disease management (including safety and quality).

Programme Development Grants (PDG) are available to carry out targeted preparatory work to strengthen a future full PGfAR.

2. The 2-Stage Process

Stage 1 - Expression of Interest

The first stage requires applicants to submit an Expression of Interest form. This form will be reviewed by the selection committee and applicants will be shortlisted to Stage 2 by a sub-committee of assessors.

Stage 2 - NIHR Standard Application Form

Applicants shortlisted for Stage 2 will be required to fill out a full NIHR Stage 2 Standard Application form with full costings and SoECAT form. Stage 2 applications will be peer reviewed and then reviewed by a selection committee.

Selection Criteria

The selection criteria used by our funding committees include:
? Quality of the research proposed
? Significance and potential benefits to patients and the public
? Value for money

3. Creating an application

Applications to both stages of the process must be submitted online using the NIHR Central Commissioning Facility’s Research Management System (RMS) . For Stage 1 Expressions of Interest, the lead applicant must register on the RMS, providing contact details and a CV, in order to be able to create and complete the application.
To update your ORCID ID number, log in to the CCF research management system, go to 'Manage my details' and select 'Update CV'. In this section you will be able to login to the ORCID ID site and create an account if you do not already have one. Your unique number will automatically pull through to your Connect application form

4. Completing the application details

4.1. Host Organisation

Provide details of the organisation who will be the contractor if the project / programme is funded.

NOTE: The host organisation must be an NHS body or other provider of NHS services in England.

4.2. Research Title

The title should state clearly and concisely the proposed research. Any abbreviations should be spelled out in full.

NOTE: If the application is for a pilot or feasibility study, randomised controlled trial, systematic review, or qualitative study, ensure this is referenced in the title.

4.3. Project Duration

Ensure you include sufficient time to complete all aspects of the research including applications for regulatory approvals (where required) and the final report.

NOTE: RfPB project grants can be up to 36 months in duration. PDGs can be up to 18 months in duration.

4.4. Proposed Start Date

This should be from 1st of the month regardless of whether this is a working day or not. Please be realistic about your possible start date taking account of the necessary contracting, and staff recruitment prior to starting your project.

4.5. Estimated Research Costs

Enter the total amount of research costs requested (not including NHS Support & Treatment costs).

RfPB: The RfPB programme has a funding limit of £350,000. Any application for a feasibility or pilot study is expected to cost less than £250,000. Applications for more upstream research, and/or where the patient benefit may not be directly realised through the proposal, are expected to cost less than £150,000. PGfAR: The amount awarded and the length of the funding period depends on the nature of the proposed work. Funding in excess of £2.5 million beyond six years will be unusual. PDGs have a funding limit of £100,000. Further information on how to estimate research costs and guidance for PDG applications can be found in the Supporting Information for Applicants and on the PDG website.

4.6. Estimated NHS Support & Treatment costs or external (not NHS) intervention costs

Enter the total amount of NHS support and treatment costs associated with this proposal.

4.7. Lead Applicant details

To update your CV details, please visit the Manage My Details section by selecting 'Save and Close' at the top of this screen and accessing the left hand menu toolbar.

NOTE: The ORCID ID field is now compulsory

5. The Expression of Interest

5.1. Brief outline of the problem or, key evidence gap and aims of the proposed project / programme

Provide a clear explanation of the problem to be addressed, the impact on patients and/or the public as well as health and care services, and how this research would fill a demonstrable evidence gap. Indicate the overarching aims/objectives of the research, outlining the key question(s) which the work will address and, where appropriate, the main hypothesis.

Make clear how your proposed research is within the remit of the Emergency Response and Preparedness Call and how it addresses the key aims of the research programme to which you are applying.

5.2. Describe the pathway to influence and impact for the proposed research

The research proposed should provide evidence to inform policy and practice for the planning, preparation and organisation of response to emergencies and mass casualty incidents in the short to medium term. Applicants must therefore demonstrate a clear pathway to influence and impact for their proposed research. Research proposals that do not meet this requirement are unlikely to be considered for funding.

Applications are expected to have strong involvement and collaboration with the relevant services and agencies where appropriate (e.g. NHS, police, fire service, local authorities, health protection and the Environment Agency).

5.3. Research plan

Describe the proposed research plan and how it will achieve the project’s aims/objectives. Include a brief overview of the methodological approaches proposed. If there are multiple workstreams, provide brief descriptions of each one and detail how they integrate to form a coherent programme of work.

NOTE: For PDG applications, provide a brief description of the planned future programme and how the PDG will be used to reach the point where a competitive application for funding under the PGfAR funding scheme could be submitted. The benefits expected from the PDG and future programme should be articulated.

5.4. Applicant and team details

Briefly describe the proposed team members, their areas of expertise, and the roles that they will undertake in the research. Please also list and explain the role of key collaborators involved in the research, as well as any patient and public leads (not previously listed as co-applicants).

6. Validating and submitting your application

When the application form is complete, it must be validated prior to submission. This will highlight any omissions in the form and allow these omissions to be corrected. After successful validation, the lead applicant may submit the application. Once you have submitted your application, a specific reference number will be generated. The application will be automatically considered for funding once the funding call closes.
