Judith Smith

Professor Judith Smith is Deputy Director of the Health and Social Care Delivery Research (HSDR) Programme.

Judith is Professor of Health Policy and Management in the Health Services Management Centre (HSMC) at the University of Birmingham.  She is also Director of the NIHR-funded Birmingham RAND and Cambridge (BRACE) Rapid Evaluation Centre.

Judith is a widely published health services researcher and policy analyst, with a particular interest in how to bridge the worlds of research, management and practice. From 2015 to 2022, she was Director of HSMC. This followed six years spent as Director of Policy at the Nuffield Trust in London. Her research focuses on the management and organisation of primary and integrated care, evaluation of new models of care, and healthcare governance.

Judith is a Trustee and Deputy Chair of the board of Health Services Research UK, and a member of the Executive of Birmingham Health Partners, where she is lead for organisational and delivery research.

Judith has previously served as a Non-Executive Director of the Birmingham Women’s and Children’s NHS Foundation Trust (2014-2022) and South Birmingham Primary Care Trust (2002-2004). From 2010 to 2013 she was Expert Adviser to the Mid-Staffordshire NHS Foundation Trust Public Inquiry and Assessor of the inquiry’s recommendations. In 2014 she was appointed Chair of the Royal Pharmaceutical Society’s Commission on Future Models of Care.
 

Judith holds a BA degree in French Language and Literature, a Masters in Business Administration, and a PhD in Health Services Management.
