The University of Southampton is one of the world’s leading universities. The Wessex Institute is a large enterprise unit within the University of Southampton’s Faculty of Medicine and is home to the National Institute for Health Research (NIHR) Evaluation, Trials and Studies Coordinating Centre (NETSCC) and is responsible for managing around £220m of new research funding each year, with an active portfolio of around £1bn. Funded by the Department of Health and Social Care, NETSCC manages six national and international research funding programmes on behalf of the NIHR. The NETSCC contract is the largest enterprise contract held by the University of Southampton and is administered by the Wessex Institute.

Our capabilities are broad, ranging from analytics including research on research, evaluation and impact assessment, patient & public involvement in research, priority setting, research funding, managing the delivery of research, and publishing and disseminating research findings.
About the role
The Monitoring Evaluation and Learning (MEL) Manager is responsible for leading the design and delivery of internal and external evaluations, assessing the impact of research, and analysing key portfolios. In this role you will play a vital role in making our ambition to be insight led a reality. You will work closely with colleagues within the coordinating centre, the NIHR and beyond to demonstrate how our collective efforts make a difference.
This is an exciting time to join our team as we build on our previous work to develop an integrated Insight Team providing analytics that span data science through to ethnography. The MEL Manager will play a key role in our transition to being insight led and build on our efforts to develop effective systems and processes to support best MEL practice across Programme teams. The MEL Manager will contribute to achieving the NIHR’s vision for impact by implementing an evidence-driven approach, leveraging the use of technology to improve data quality and enable real-time learning and decision-making.
We have 4 vacancies: 2x Full Time Permanent, and 2x Fixed Term (24 Months). We are happy to consider applications on a full or part-time basis (minimum of 24.5 hrs per week), as well as secondments.
We are working remotely in response to the COVID-19 Pandemic and are implementing a Hybrid working model going forward. Successful candidates will be able to work flexibly and remotely and will be expected to spend some of their contracted hours in our offices. We are happy to discuss and agree an approach that works well for individuals and meets our business need.
On a typical day you will be:
- Working with stakeholders to identify their needs for evaluation and research impact assessment
- Delivering evaluation and impact assessments using a mix of quantitative and qualitative research methods
- Leading project design and delivery, including seeking ethical approval where appropriate
- Analysing data and preparing reports and presentations for key stakeholders
- Working with the wider team to identify, curate, and analyse data about our research portfolio
- Providing specialist advice to inform development activity and to support colleagues to embed MEL approaches into research management
What we are looking for:
Ideal candidate will have:
- Experience of designing and delivering MEL approaches in the context of health and care
- Proven experience of planning and delivering mixed-method evaluation
- Experience of using quantitative and qualitative research methods as part of evaluation approaches
- A Professional qualification or equivalent experience in social science, health science, mathematics, or other relevant research methodology discipline
- Project management qualification and/or recognised training (e.g. PRINCE2, Agile)
- Knowledge of working within agreed guidelines for ethical practice within evaluation and research
- Experience of analysing and synthesising evidence and data from multiple sources into succinct reports
- Demonstrated ability to critically appraise evidence and data, and to be able to write succinct summaries of complex information
- Understanding of the research funding landscape
It would also be useful if you have:
- Specialist knowledge in the areas of public health, social care, global health or community development
- UK Evaluation Society Membership
- Research degree or equivalent (e.g. MRes or PhD)
- Previous experience managing and developing effective teams

The University of Southampton and the Wessex Institute are currently working remotely in response to the COVID-19 pandemic, and are working towards flexible working being the norm, not the exception as we move towards more hybrid ways of working.
